On April 29, 2008, Salisa Luster’s life took a devastating turn. Cheryl Ellis believed that a maintenance man employed by East Chase Apartments, owned by Sentinel Real Estate Corporation, was the likely suspect. However, due to the gross incompetence and mishandling of the case by the Louisville Metro Police Department, the identity of the attacker was never confirmed.

When Luster’s friends arrived at her apartment the next morning, they found Officer Rick Woolridge on the scene. Instead of calling backup, taking a report, or calling an ambulance, Woolridge ordered everyone—including Luster’s concerned friends—to leave. When they refused, he ran them off, shutting down any potential for an immediate investigation.

Whoever was inside that apartment that night, the person who brutally raped and beat Luster, managed to escape entirely because of Woolridge’s gross negligence. With no backup unit, no report, and no proper investigation, the perpetrator was never identified or apprehended. The lack of police action ensured that justice for Luster slipped through the cracks.

Not only did the police fail to investigate the crime properly, but they actively obstructed Cheryl Ellis’ attempts to seek justice. When Ellis tried to file a formal complaint against Woolridge, she was told that her daughter could not submit a complaint unless she physically returned to Louisville from out of state while still recovering from her injuries. The department refused to accept a complaint over the phone or by any other means, effectively stalling her efforts.

While they delayed her, the department quietly ensured that Woolridge received his full retirement benefits, shielding him from accountability. This blatant maneuver infuriated Ellis and exposed the deep corruption within the system that protected negligent officers instead of crime victims.

Diop Kamau, founder of Policeabuse.com, worked alongside Ellis in the fight for justice. “Chief White had nine months to hold Woolridge accountable, and he chose not to,” Kamau stated. “This was a deliberate cover-up.”

Kamau further challenged the notion that rape victims must file misconduct complaints in person, calling it “unconscionable” and a deterrent to seeking justice. “Chief White had all the evidence necessary to open an internal investigation, but instead, he bought Woolridge time to retire safely.”
