In the early hours of September 30, 2010, 25-year-old Jamail Amron arrived at a Burger King in Houston, frightened and hyperventilating after ingesting a small amount of cocaine. He begged the staff for water and asked to be watched over, fearing he was in danger. The manager gave him water and stayed with him, noting that Jamal was respectful, calm, and clearly in need of medical help.

Jamail had called 911 for assistance. Instead of receiving care, he was subjected to a series of actions that ended his life.
